HPS lights and cacti

since my pedros would go dormant if i left them outside this winter, would they grow allright indoors under HPS lighting? and would HID lighting work well for peyote as well?

they will still cycle into a dormancy period even under HPS lights perhaps not at the start of winter, and maybe even not a long dormancy period, but a dormancy period will happen. You still should get growth from the lights though during the winter. Just don't expect it to grow through the winter like it did in summer.

my cacti under lights never appear to go into dormancy. they have rapid growth year-round. my understanding is that dormancy is triggered by decrease in photoperiod and that if photoperiod remains constantly long they will no go dormant.

It's untrue. A cactus will cycle into a dormancy period on its own without a decrease in the photoperiod. It is true a dormancy period can be triggered by a decrease in the amount of light per day, but a cactus will even cycle into dormancy, perhaps not long, but it will even in ideal conditions. Cactii in mexico will cycle into dormancy periods. It's a natural cycle, all plants have a natrual cycle that is unaffected by environment.
