Liberty Reserve https://www.libertyreserve.com Because it's kind of like an offshore bank account that doesn't require ID. You can put any name you want.
www.Pecunix.com and www.perfectmoney.com are the same, but less popular.
You can exchange out any way you want, and it'd take an investigation into liberty reserve by law enforcement to get your account info from them. Then they'd have to see where the money went after that, and question that exchanger to ask about who they exchanged money from that account to. The exchanger might not cooperate, but I'd say they probably would. Then they'd have to track down the person it was exchanged to. If you use a fake name the whole time, it would frustrate them. It just ads more steps for LE to go through, makes it more expensive and time consuming.
You could also exchange your LR onto a debit card and get your cash out of an ATM. 
Check out Liberty Reserve's privacy policy.
Cash by mail is good, but most won't accept that. Plus, you have to give your address away (or an address) if you're going to receive cash in the mail. Any LE can watch the address. Western Union and MoneyGram can have test questions and answers in lieu of ID if under $900. But you're on video when you pick those up.

Yes, some of the people who work in the postal system are are low-life shithead FUCKS. I have had money stolen from my mail both sending and receiving, among the various other things I have had stolen.

Yep, I had cash stolen from mail before. You just need to be smart and hide it a bit.
I also had a grandma have quarters stolen from a birthday card before. It was one of those cards with a bunch of quarters (~$3) in slots as kind of a display. Some lowlife fuck actually stole birthday money that was just change from a kid!

I even put some Magic Hat bottle caps in an envelope one time to see if the they'd get mistaken for money and/or stolen. They did.
Not to hijack the topic, but the entire point is to be VERY careful with whatever you put in an envelope with even the USPS. 
Well-concealed cash is key.

if you are sending a bunch of cash in the mail first get it exchanged into the biggest bills possible, then wrap it up in carbon paper (buy it at any office store) so the barcodes on the bills cannot be picked up by any scanners. Then wedge the stack in the spine of a thick magazine and overnight it with express mail in a flat envelope. i have dealth with over 6gs in this manner no prob

yes some new 100 dollar bills contain RFID tags in the security strip that can be detected by a scanner.

Okay, here's my two cents worth.
I honestly think the US government has it citizens (and much of the rest of the world) bluffed. If you read up on conspiracy websites they'll have you believe the the almighty US government has such superior technology that they can pluck thoughts directly out of your mind.
The US government isn't really all that smart. Seriously, If you have ever worked in a government job you will know exactly what I'm talking about. Government workers are the idiots who couldn't get a job in the higher paying commercial world.
People believe that the government has such superpowers and complete control because they have been brainwashed. No, they weren't brainwashed with the flashy thing from "Men in black". They were brain washed gradually with plain old television.
Think with an open and critical mind when you watch TV, movies or news. How often do you see the government showing off its super-human organizational skills and futuristic alien technology?
They want you to think you're being watched. It's like when a parent tells their child "Santa knows when you're being naughty or nice" This forces the child to be good, even when no one is looking, because they think Santa is always watching.
The US police is a numbers game. They just harass as many people as possible hoping to find something. When they get lucky and find something they imprison everyone no matter how small the offense. The 2 million Americans currently in jail had very little to do with any kind of fancy technology.

I've used liberty reserve, and have found no way to get money onto the account while remaining completely anonymous. If someone out there knows an exchanger that doesn't require ID, please let me know. I think I have a workable process, but I need to test it first.
To the best of my knowledge, exchangers don't divulge personal information to LR.

i dont have a link but the people i deal with always tell me to wrap it in carbon paper. maybe they have heard myths but i am willing to take the extra precaution because i dont exactly trust anything our government does. whether or not it is true i dont know.
