Possible Routes:

Get some lady bugs.

3 Tablespoons of dishwashing liquid, ones that do not contain degreasers and that are not for dishwashers or detergent type things. Spray onto foliage of a woody plant. Use 2 tablespoons sprayed for a non-woody plant. Once, wait a week and do it again. Then see if they're still around and repeat as needed. Make sure to get the underside of leaves too.

Commercial insecticidal soaps are available, but this is the home-made method.

pyrethrin-based spray available at any garden store says "safe to use up to day of harvest". spray leaves (especially undersides) and soil. repeat spray in 3 days and probably again in another 3 to 7 days. they are the most difficult pest i have ever encountered.

also, they require part of their lifecycle in the soil. if you can block them from the soil they will die naturally. maybe use panty hose or sand/gravel to cover the soil.

Also cornstarch and water mixed with the soap works well, creates a thick film that stays until washed.
