millet and moisture

i can't get the water content right in my birdseed jars. always too much moisture. for those who use millet based birdseed for spawn, how much water do you use for pint jars? got any other tips for using millet?

Soak the birdseed over night, then strain for 30 minutes, load into the jars, and PC.

I just guesstimate. I have never had too much water.

I initially used to simmer my millet but I started getting issues with water content as well.
I now soak as skikid mentioned and it seems to work best for me.
