pressure cooker questions

I recently prepared 12 PF style jars. I used 3 cups of vermiculite, 1 and a half cups brown rice flour, and 1 and a half cups water for 6 jars. I used the jar lids with four holes and two pieces of foil over those lids. I prepared 12 jars total and sterilized those jars in a pressure cooker for 45 minutes @ 15 psi. The cooker had exactly a inch and a half of water in it as the instructions for canning state. Today when I opened the cooker to inoculate the jars, I noticed the substrate in all of the jars looks to have too much water and is packed down. The three jars that were at the center of the cooker aren't as bad but still look a bit soggy. My questions are: Why is the substrate so packed down? I've sterilized many jars in the past with the boiling water bath method and I've never seen the substrate end up looking like that. Also, how could water end up making its way into the jars considering the jars had foil and lids over them?

Interesting... Were the lids all loose, or tight, to the same degree?  Also, were the holes taped over?

the lids were on tight and i didn't put and tap over the holes i figured the foil would be ok

weird... maybe some water condensed (or sloshed) onto the underside of the foil and dripped into the holes in the lid?  but I've heard some people tape the holes but leave the lids slightly loose to allow steam to penetrate the substrate.

Ive had that problem with WBS getting wet.  What I do is put enough water to go an inch up the side of the glass.  When you are pcing, make sure you lower the heat when the rocker first starts to rock.  If it is steady rocking back and forth, it is actually releasing pressure.  Mine only rocks like 10 times a minute.  This way you dont have to worry about loosing any water.  I cook mine for 2 hours, and notice little to no water loss when Im done.
