what would cause a brf jar to contam befores inoculation?

Somebody sent me some halfpint brf jars and as soon as I removed them from the parcel I noticed they all had widespread green mold (either Trich or Penicillium). The jars were never inoculated and had both a verm barrier AND a synthetic filter disc, and they still arrived contamed. The sender assured me that his sterilization method is proper and he says he has some test jars from the same batch that are doing fine. So he says the heat of transit must have caused this. But how exactly could the heat of transit have caused widespread mold like this? Wouldn't sterilization temps be hotter?
So I guess the basic question is, what's the most likely reason a filtered brf jar would contam within a week of sterilization and before inoculation?

A refund is in order. Unsterile jars were shipped. Take refund money, buy RR's videos, then make your own jars.

When things go wrong I like to know why.
I do make my own jars but I was traveling and wanted some jars ready for inoc when I returned home.
