They would not. What you're talking about is literally impossible from how I understand your question.
Wiring money to or from this bank account or both? There is basically no such thing as a "secure" bank account anymore. Seriously. What you want may be able to be achieved in other ways though. Please explain a little better what you want.
The very fact that payment could be routed to this bank account means that it is "traceable." How could someone route payments to it but not see that a payment was sent to it? Have you ever sent a wire transfer? You go to your bank and say "I want to send a wire." and they say, "ok, tell us where to send it." Then you give them the receiver's ACCOUNT NAME, ACCOUNT NUMBER, BANK and COUNTRY info. There are records of all transactions at all banks. FinCEN (in the US) and other banking regulators can see what wire transfers were sent where. So "untraceable" is an impossibility.
There used to be private banks such as in Switzerland that let clients send wire transfers to the bank's concentration account or some other bank clearing account without any FFC indications (telling them where to route the funds). The bank would be told by the client that the wire would be coming and that it was for the client and it was from such and such an account and x amount of money. The bank would then credit the client's account with the funds, which the outside world would have no way of knowing. It worked the other way too, for sending funds out. This was a privacy service for wealthy clients usually, and this has been banned in all countries worth banking in because of anti-money laundering FATF recommendations implemented at the national level in each respective country. The countries it hasn't been banned in probably do not have the sophistication to carry such transactions out, and would probably not do it even if they did because it would be strange to them.
If you would just not want your name given up by your bank, this is also almost impossible now, depending on why a foreign government is seeking the information. If it's for money laundering, you're toast. All foreign countries' banks require ID for account holders. If it's for tax evasion, you're probably toast, but it depends on where you bank and what laws and info sharing agreements your banking country has with your home country. If it's for fraud, you're toast. If it's for anything drug related, you're toast.
By toast, I mean the bank will give up the account holder's name and information such as DOB, address, etc. They collect all that information upon account opening.
When they say they don't know where the billions are that Bernie Madoff stole, they are either:
A. Lying through their teeth
or
B. they have not investigated thuroughly
or
C. some combination thereof
