Edit: and also, how long have they been appearing for? If it's been for a long period of time, you probably are just anemic, which isn't really bad but not exactly deadly lol, and if a massive amount of bruising appeared over a short period of time - go see a doctor.

Capillaries can burst for other reasons causing the same exact appearance, how can you possibly say its from anemia? 

While yes, anemia is possible, so is infection, heavy metal poisoning, etc.

I said MIGHT...and if your finger turns white and stays that way, you probably have low iron, which is common in anemics
