Car people: need help with brake problems

My brakes have been making an annoying sound. It's not quite a grinding and it's not quite a squeaking. It's kind of... like rubber pressed up against moving wet metal, if that makes sense. It reminds me of breaking a bicycle in the rain or using shitty brake pads on a bicycle.
It happens right at the end of breaking, just before coming to a stop. I can kind of feel the brakes slip a little bit when it happens.
I drive an older Camry which has drums in the back and discs in the front. I had to have the rotors machined because I managed to warp them (different story). I was told that the drums in the back were rusted to hell the last time I took it in, and thats probably the source of the noise I'm hearing. Thing is, the noise really seems to be coming from the front brakes.
The problem definitely seems to get worse when conditions are really humid or wet and it tends to go away the more I brake, so that rust theory might hold up.
Anyone have any idea what's going on? Did they just install shitty brake pads up front or is something rusting up when things get damp? How can I fix it? How much do you think it would cost?

Could be crappy brake pads, maybe it happens when they deposit a lot of material on the rotor and then it wipes em off after it had time to cool. But if this is a new thing just occuring out of the blue it is hard to tell. You can probably take it by any auto shop place and get it diagnosed fairly easily. But that sound, sounds, weird and hard to think what exactly is, im not really a big expert so I wont speculate much
Brake parts for the said car ought to be cheap as fuck though.
Maybe those machined rotors are about ready to be replaced 
And again those parts shouldnt be much money, although so many shops are bullshit.

swap out the pads and check the rotors, you should be able to see any unusual wear on the front side through most rims
|

It's nothing new, it's been happening since I had the rotors machined and got new brake pads.
Pris: I'll take a look at the rotors tomorrow.

if the pads and rotors look good then pick up some anti squeak crap and apply it to the backs of the pads, as andrews mentioned sometimes dust can build up, often on the back side of the pad causing unusual noises
