According to the WHO, France.
It depends what you mean by 'best'.
The US has a hell of a lot of medical talent, but if you're uninsured it wouldn't matter to you.
I've always been happy with Canada's system, I've never lived anywhere else.

That is too hard to rate. It could be about where you can get the best health care, or it can be about the general population's health.
Some of the Nordic nations have it pretty good for everyone though.

If you have good health insurance, the U.S. is a contender.

Take a trip to the emergency room sometime and get back to us on that.

The technology, talent, and healthcare services of the U.S. are top notch.
Nobody has defined whether we are talking about access or ability. In terms of the latter, the U.S. is up there.
With regards to the questions if you use the emergency room for an actual emergency you'll get right in. If you use the ER as your primary care physician, expect to wait.
Personally, I can call my physician and be seen the next day. If needed I would have access to a host of technologies (at different hospitals).

You have one small pre-existing health problem and they will not give you health insurance here in the US.
If you DO get approved you have to pay out the ass.
My primary care physician is the "Minute Clinic".

medicine is not an exact science, in fact it's far from being accurate, some things like surgery they're pretty good at when they're not chopping off your testicles when they should have been removing your gall bladder, diagnosis and patient care is where they really fail, nearly 300k people die in hospitals each year in the US due to negligence, arrogance or stupidity of the Doctards
http://thehappyhospitalist.blogspot.com/2007/12/dpdx-12-h.html As much as many would like to have absolutes, 100% certainties, medicine is a vast waste land of uncertainty. It ain't gonna happen. Ever. Just like so much in nature, every new answer we get, leads to a much larger field of unknowns.
The sooner our public, our lawyers, our government accepts that the only certainty in medicine is uncertainty, the better off we will be.
modern medicine is advanced quackery

I wouldnt be surprised by that, things like wrong medications and bad drug interactions arent uncommon, every time a doctor hands you a prescription, ask a few questions, ask why he's prescribing it, what the mechanisms for it;s actions are, what interactions and harmful side effects you could expect, most doctors cant answer the questions, they're just drug pushers getting kickbacks from big pharma

Norway and sweden eh?
Chile?

ER visits would definitely be a positive for healthcare. I'm more thinking about the uninsured.
Or really - which country will take care of their poorest citizen?

Ironically probably Cuba; Huge per capita of doctors, and national health care with no privatized clinics.

Is it really your assertion that "modern medicine" is quackery, and inferior to pre-industrialized (i.e. "ancient") medicine?
Its pretty to see that industrialized nations top the charts of life expectancy, while 3rd world countries still think "evil spirits" make you sick, and that somehow fucking 10 virgins will cure AIDS.
Not everyone in the U.S. has access to healthcare. This isn't unexpected since we don't have a socialized (universal) healthcare system.
Even when taking into account all the people who don't have healthcare access (which brings the national average WAY down) the U.S ranks 37th in the WHO's world ranking of healthcare systems, and 30th in life expectancy. Those that do have access in the U.S., have it pretty good.

So lets say I bring my family and parents over to Australia - how hard is it to get citizenship for healthcare?
Am I better off stuck in the US paying for healthcare than trying to secure it in another country?
