I find that hard to believe, but if so, I wouldn't use it.

I agree that it probably isn't true.. If it indeed did cook at 80 psi then it would certainly be able to be run at 15 psi. Pretty much any pressure cooker will work.

I doubt its true too. when my friend told me about the actual pc he said it was "a pot with a lockable lid on top" i says, what about a guage? he says nope, it has a handle. could this be possible. how does a pc work anyway?

if there is no gauge, its usually just a standard pressure cooker that reaches up to 15 psi. its fine.
a pressure cooker just holds in steam making it a lot hotter than a normal pot with a lid on it, it would boil over before it reached that hot.

Its called a pressure cooker, like mspacman said, it holds in the steam, which increases pressure, which (do you remember high school chemistry or physics, boyle's law) increases temperature. So....., you can get the temp up to around 250 with 15 psi, whereas by merely boiling a pot you can only get the temp up to around 212, you see?

And I HIGHLY doubt your friend has a pressure cooker that goes up to 80 psi. On mine it says above 20 psi is the "danger zone".
