I do know this, a rice cooker can be used to cook grains perfectly rather than steep them. If a rice cooker isn't available, realize pressure cookers are used to cook rice. To prevent burning, cool the cooker fast in cold water when time is up. You'd have to cook lots of extra rice maybe as the burnt shit is unuseable.

Watching it boil is a hassle, but thats another option.

slowly cook it at about 160 to 170f which is just below a boil
keep your water level about 3" above your whatever
check it every once in a while to make sure all your water doesnt evaporate and burn your whatever
while you let it cool for about an hour the last cup or so left should be absorbed
