is the battle lost?

if contaminants on a bulk substrate are already established enough to be visible (even if very small) will H2O2 still help, or is the battle already lost?

also, the contams are 1) a green (penicilin?) mold, and a fluffy, brown one.

You'd be so lucky to grow penicillin on a mushroom substrate. It grows on oranges.

contams are nasty to begin with. They are very virable, so they wont be disposed of easily. Best advice is to throw it the hell away, you dont want to get sick from the shit. But, the question was could you save it. You might also want to completely amputate the infected parts of the substrate. get it deep and wider than you expect is infected and give a good diluted dose of h2o2. The sooner you catch it the better.

When dealing with bulk substrate contamination I`d suggest rather leaving it and seeing if the mycelium will overtake the contamination.
Once the dung startes colonising it becomes very strong and the dung produces anaerobic bacteria which help to prevent contamination.
