put some perlite on the bottom to stabilize the humidity. The cool mist is used for air exchange and "SOME" humidity control. I found that humidity didn't stay really high unless i had perlite, and controlled the cool mist on/off cycles.

I would use it on a 10 minutes on every 6-8 hours.

Judging rH in a rubbermaid container is very tough without a gauge.  It becomes even tougher when you use a coolmist.  These are the reasons:

The temperature difference between the water reservoir of the coolmist and the terrarium itself.  The coolmist is outside the terrarium, and the large volume of water is relatively cool at ambient room temperature.  The rubbermaid has a block of respiring/metabolizing substrate in it, so that its temperature will usually be higher.  When you pump 'cool' humidified air into a 'warm' chamber, the effect CAN be dehumidification. . .or sub-optimal humidification.

A rubbermaid is not insulated very well.  The insulation of a terrarium is a big factor in how much condensation will be produced, even if the rH is the same.  A styrofoam cooler will show much different condensation than the rubbermaid.

Theoretically, you can have a well-insulated terrarium with a good temperature'd coolmist terrarium, and get almost NO condensation and be 90+% rH.  On the other hand, things can be set up to where you have water slobbering all down the sides and be 80-90% rH.  Because it's messy, I wouldn't recommend coating the entire bottom with perlite:  If you're coolmisting, a few small trays of wet perlite should stabilizing the humidity well enough.  Much easier to clean/replace.

The other factor to seriously consider in a coolmist/rubbermaid setup is how much of a seal you have on the unit.  The tighter it is sealed, the higher you can get the rH with a concurrent loss of air exchange.  Along with the timer settings for the coolmist, these amount to several factors that can be tweaked for fantastic automated rubbermaid performance.    This is probably a moot point, but it's a good idea to test the air movement of a rubbermaid system with a bit of incense or such before putting substrate inside.

As far as trying to gauge rH without a gauge. . .it's worth the money to get a decent analogue.  On occasion I used to be able to stick my nose into the chamber and breathe deeply and tell if I was in the ballpark.  Certain psilly species don't need it to be perfect :smile:

Your substrate-water question . . .I'd address it very soon.  Any puddles or droplets of water on or around the substrate is a vector for contamination.  As mycelium respires, it produces water so this is expected to some degree.  It's a balancing act where too much will result in problems--maybe down the road, maybe sooner.  Maybe carefully soaking it up with a paper towel would be a good idea, not sure about flipping the whole thing--that could be another vector event.

Best of luck, hope to see some pics;
