So I have heard people on here saying "you only got a 100 dollar fine, no big deal". It's not really a big deal money wise but what about your record? Can a small incident such as a few hundred dollar fine screw youf future? Is there a way to drop such records that you have. Like my friend, he received a 1,000 dollar fine but no jail time but he has probation maybe.....He has like a 3.5 GPA in college and I'm worried that the rest of his life is screwed because of that one incident.

Your not asking anything. A fine is not an offense.
Generally yes, however; the offense exists irrespective of the sentence. The sentence is often the most minor consequence of conviction for someone who's not a total bum or self employed.
This is why you should not talk to police and never plead guilty at your first appearance.
If you have a specific question you should tell us what the conviction was for, code number would be best or the exact offense title he was convicted of, and what his record is like.

Expungement is a possibility but it depends on the circumstances. It can only be done once. Have your friend talk to an attorney about it. He will know the local situation. Some states are really liberal and some are not. If expungement is not possible, sometimes you can get the record sealed. Age is a factor as is previous record.
-------------------- “A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largesse from the public treasury. From that moment on, the majority always votes for the candidates promising the most benefits from the public treasury with the result that a democracy always collapses over loose fiscal policy, always followed by a dictatorship.” (attributed to Alexis de Tocqueville political philosopher Circa 1835) Trade list http://www.shroomery.org/forums/showflat.php/Number/18047755
