Shipping Live Cuttings Of Salvia

So the deal in the marketplace where I was to receive a live salvia cutting has turned to shit. Once I received it I noticed it had been opened and resealed.
upon opening it there was a letter or more of "paperwork" that was filled out by the department of agriculture whom seized the plant (was shipped from canada btw) and destroyed because it is against the law to send plants with soil threw the mail due to potential pests or contams.
Pretty lame suppose the point is double check on the laws and restrictions of sending some things threw the mail.

Never send a plant with soil, tell the sender that.

Yea in the future just make sure your shipping or getting shipped cuttings. Pests are a big problem in the eyes of the laws. Some animals wreak havoc in an enviorment they are not indigenous to. Think of that snake-head fish..

Yeah, I should have sent it bare root, but I didn't even think about it. I've sent at least 30 cuttings across the border and this is the first one that has been taken. Live and learn I guess.
I'll find a way to make it up to you buddy.

Are you speaking re: international shipping of plants, or even domestically as well?

Either, it is your best bet to clean soil off and send bare roots. Domestically, you have a better chance of it being fine, since flower shops mail this way. But lets say you are in Hawaii and mail to California, if there is soil in the box you risk the plant being destroyed.
