Mexico Senate OKs bill to legalize drug possesion

MEXICO CITY, April 28 (Reuters) - Mexico's Senate approved a bill on Tuesday decriminalizing possession of small amounts of narcotics for personal use, in order to free resources to fight violent drug cartels.

The bill, proposed by conservative President Felipe Calderon, would make it legal to carry up to 5 grams (0.18 ounces) of marijuana, 500 milligrams (0.018 ounces) of cocaine and tiny quantities of other drugs such as heroin and methamphetamines.

Mexico's Congress passed a similar proposal in 2006 but the bill was vetoed by Calderon's predecessor Vicente Fox, under pressure from the United States, which said it would increase drug abuse, but now is worried by the drug-related violence along its border.

Calderon has staked his presidency on curtailing the escalating violence between rival drug gangs as they fight over smuggling routes to the United States, with violence spilling into U.S. cities like Phoenix and Tucson.

Calderon was praised by U.S. President Barack Obama this month for his army crackdown in a visit to the Mexican capital and Washington is sending more agents to its side of the border to curb the flow of guns and cash to the cartels.

Drug violence has killed 2,000 people this year across Mexico after 6,300 deaths in 2008.

The bill, which needs to be approved by the lower house, also allows Mexican states to convict small-time drug dealers, no longer making it a federal crime to peddle drugs. Drug dealers are rarely convicted in Mexico as federal courts are saturated with bigger cases and local judges cannot interfere.

Mexico's Congress convenes for a final session before its recess on Thursday but may call an extraordinary session given the outbreak of deadly swine flu in the country that has forced lawmakers to hold sessions behind closed doors to prevent further contagion. what good does it do to legalize simple possession? their major problem is trafficking and growing. If they completely legalize it then they may begin to solve their problems. besides, who wants 5 grams of mexican shwag.

Am I missing something here? 

It sounds great and all to legalize possession, but the problem of violent cartels won't go away if this passes.  Where the fuck does the Senate think people are going to buy their drugs from?  Whether they're legal or not doesn't make a fuck of a difference if the cartels producing them are still making profits.

I think they are going along the lines of it freeing up money and time wasted on busting people with minute amounts. Then they will be able to focus more of their energy towards the bigger cartels.

Is it going to work? No, but it may be a step in the right direction. Lets just hope that the US doesn't look at this and be like "look mexico legalized and it didn't do shit to help". :ohwell:

So basically nothing is going to change, because you still have to buy it illegally, and anyone buying drugs in Mexico is not going to buy only such small amounts. Even as a tourist, I'm sure you'd get laughed at saying you wanted to buy just 5 grams of pot or half a gram of coke. At least give us enough to party with, jeez. Reasonable would have been at least an oz. of pot (since it's all mexican dirt anyway) and like an eighth of coke. This is is probably just a ploy so the Mexican government can say "see, we tried to decriminalize simple possession of personal quantities and it didn't work. oh well, I guess it's back to putting people in jail for roaches." what a joke.

Those amounts are horribly small, but I suppose its a step in the right direction.

It wont do anything to curb the violence though.

This is key.  If the legal amount is too small to dose with, then legalization is meaningless.  If anything, the legalization is a cover for the increase in prosecutorial power granted to the state governments.
