Right now I have a shotgun box set up with perlite in the bottom with a heating pad under it. I had a digital temp/humidity gauge and it was only reading 50% humidity with water running down the sides so I ran to get a analog gauge and that's reading 85% humidity with temps 70-75.

My question is will 85% be sufficient or should I wait for it to increase up to the optimal 95% before i get my BRF cakes and casings in it?

the higher the humidity the better, so If you have to wait for better results then just wait .;)

i think with casings 85% humidity is sufficient

I was planning on doing both flat cakes and spawning to coco coir, with a very thin (1/4 in or less) casing layer of coco coir on top, if that changes anything.

The reason you have water running down the sides has nothing to do with the humidity in the chamber it is because you are heating the chamber and not the air around it.  Nothing complicated here - moist air hits a cold surface and condenses.

This will tend to actually lower the humidity of the chamber.

I suggest you don't use coco coir as a casing.  A thin layer of vermiculite would be better than coco coir.  Also hygrometers are for the most part worthless for humidity above 90% Rh.  Your best bet is just to watch to surface of the casing itself and in time you will learn to estimate if your chamber is too dry.  If it is too dry no big concern just mist more often.
