I don't see how no one has guessed a raccoon.
A- They are more than happy to adapt to the city
B- We had chickens when I was a kid and raccoons were ALWAYS a problem... until they learned what "high speed lead poisoning" can do you them...
C- They are notorious for leaving kills where they are / not finishing what they started.

i wouldnt say it was anything out of the ordinary, u should see what my dog does to rabbits she catches, if i didnt stop her shed just scoff it (after tearing it into scraps).
hungry cat/dog/raccoon/french person, couldve been any one of them.

Raccoons don't eat duck, at least not when there are pounds of cat food and trash available. Raccoons pretty much just scavenge, at least in neighborhoods.
Coyotes live in the small wooded patches around here that are like 1 square block, plus the wooded area of the local cemetary is nearby. Coyotes live in suburban areas with even a tad of woods, where foxes do not.
I live within one block of three schools. I hang around the high school checking out the hot ass, and maybe I don't know, WALKING MY FUCKING DOG.

tons of PNW animals will eat a duck. wild cats. cougar, lynx, bobcat weasels, theres acouple different kinds
skipping to the chase:
most likely another bird killed it
an eagle, a falcon, a hawk or an owl will all take out a fat, slow duck.

Did you read the word SUBURBAN? No wild cats, or weasels here. The Coyote is the wildest thing that I know of in Shoreline, WA just north of Seattle.
I do agree that a predatory bird is a possibility.

Racoons. They killed my pet rabbit when I was a kid. Or a skunk. But it's either a cat or a Raccoon, both are predators, both roam free (dogs tend to be leashed), both hunt rabbits, ducks, birds and other smaller game/prey. Full-grown cats (at least my cat) can easily kill ducks and rabbits. But Raccoons aren't to be underestimated. Also cats are one of the few animals I know that will kill for sport. They don't eat everything they kill, they like to play with stuff, but raccoons like to eat.

A cat couldn't kill and eat an entire full grown duck. I just see it as highly unlikely.

Regardless of what killed it, it may have been eaten by ants after it was dead. Those little guys can eat a lot of flesh in a short amount of time.

No signs of any ants. Grassy area, no trails to any anthill. There was enough flesh left to rule out bugs and small scavengers.

idk bout washington but in oregon we get wild cats in the suburbs every once in a while. i don't imagine it being any different where you are. so its unlikely, but its not impossible.

It is very rare for a wild cat to be in Shoreline Washington. So rare, that I have never heard of it and have lived here 27 years. There is no place for them to live, and not enought to eat. When wild animals end up in suburban areas, there is usually wilderness nearby.

my guesss is that a hawk of somekind killed it, and then something else fed on the remains, dragged it to where you found it, etc. the northern goshawk lives in the pnw (range). and here is a video of one killing a crow:
