Hey, I went through this a while ago. The tape stops water from dripping in, and as far as lid tightness. Loosen the lid till it's all loose and then lightly turn to the right till it grabs just a little. That's what I didi and it works.

Any problems with jars drying out ever?

After 27 years of doing this, let me shed some light. Get the jars with the two piece lids - the disc and the ring. you put in your substrate, and close the lids ALL THE WAY. these lids self seal, and do not need to be loose at all. Putting tape over the holes in your lid is to do more than keep the water out, it also keeps foriegn spores of anykind from entering the jar before/after pressure cooking or boiling. How's that?

what kind and how much tape do you use? my friend used a single piece of duct tape and the 15 psi pressure blew holes through some pieces. it didn't appear to effect the water content and still no contams have been spotted.

Cutting up little pieces of tape is a hassle IMO and not really worth it. It hasn't affected the # of jars lost to contamination, and like was said, w/ a dry verm layer it should be OK to leave 'em. 
I was worried that my friends jars would dry out somewhat, but that doesn't seem to be an issue either.
