Whenever I made PF cakes, I would mix the BRF and Verm, then add water, but there's so many different opinions. As long as you get BRF, verm, and water, in the correct ratio you'll be good to go.

I find it easier to mix the vermiculite and water, then add the brown rice flour.
Just as long as you end up with granules of wet vermiculite coated in BRF, you're fine.

I dont measure how much water, just add enough so the verm becomes staturated but not so much that you see water above the verm. then add rice, this mixes with the staturated verm and becomes a wet ball. mix it real well or youll have uncolonized areas.

Cheifdog is correct. It doesn't matter how or what order you mix, as long as you have all three in the correct ratios. I personally mix the verm and flour, then add the water and mix, but like I said, it doesn't really matter.

Or you could just follow a tek and measure out the water. Seriously LSA, I don' t think you should be telling people to go against teks and experiment seeing you are still on your first grow.

I concur. If you are a newbie reading this post, disregard everything that LSAuser has said. On second thought don't. He is a perfect example of what not to do. Follow the TEK's, thats what they are there for.
