PCing WBS - How high should the water go up on the jar? Should it even touch?

I was told the water shouldn't even touch the jars? Is this right?

I've always had my jars submerged anywhere between 1/4 to 1/3 in water when I PC. I haven't had any problems yet.
Some people steam their jars (by keeping them out of the water), but I never saw the point.
One thing I have noticed is that I get white mineral film on the exterior of my jars when I use tap water. Which I suppose could be expected.
When I use RO/DI water or distilled water inside of the PC you NEVER get ANY white film/scum on the side of the jars whether they are steamed or imersed at all.

no
since youll be PC'ing for no less than 90 minutes you need an ample amount of water in there.
the last thing you want is your PC runnin dry, and breaking jars, or worse, warping your PC
using quart jars, ur usually safe with water 2/3 up the jar.
if you have a trivot that takes up space in the bottom, the water can be a little lower on the jars, i do, so i dont fill water 2/3 up the jar, bcuz by the time the water is above my trivot theres already an inch of water in the PC.

Yeah I let my jars sit in maybe 1/2 inch of water in the PC. Ive heard that you can put vinegar in the water to get rid of those water stains, but I dont know how good that is for the substrate...

the reason you dont want water touching your jars is because the steam under pressure gets a lot hotter than the water sitting in the bottom. Water can only get so hot, but pressurized vapor can get much hotter. If your jars are sitting up out of the water, then the whole jar can be surrounded by the hotter steam. Once the pc reaches 15psi, if you turn the stove down so barely any steam is being released while maintaining 14/15psi, you can steam for hours with very little water without it running dry. If im wrong, please someone correct me.
And just a fun fact, if you add vinegar to the water, you wont get those hard water stains on your jars.
