The only thing I can think of at this point is that you seriously have a bad batch of jars.  I fill my quarts 1/3rd the way up with water and they are boiling like mad before that pressure gets up and going. . they dont crack at all, and they've been the same quarts ive used for a LONG time.    Would you consider going and purchasing a new set of jars to see what happens? That's what i'd be doin at this point.

Good luck

why are you filling water 1.3 the way up your jar. Not only are you waisting money on the extra energy is needed to heat that amount of water, once it boiles its going to splash all over your jars and possibly get into your lids and through the moisture content off.

You only need 1-2 inches of water in a pressure cooker. Its the steam that sterilises your jars, not the boiling water.

OP maybe  a few of your jars have taken a few hard bumps and theres tiny fractures in the glass??

Overfilled?
grains expand when you cook them. may be busting the jars like that.
Do you fill all the way? the ones that don't crack are they full to the top when done?
I was gonna say over packed PC but RR got that one.

Well, I opened the PC tonight and NOTHING was cracked.  I lowered the water content in the PC and left the lid off for a couple minutes to slowly heat up the jars.  Not sure what saved them but I'm doing it that way from now on.  Thanks for everybody's help.

Start the pc on medium heat and let it warm up a little before you crank it up to high.  Ive had it happen to me before too.

That's the way i've always done it.  It works fine this way for me, and has for over 10 years.
