i don't think there is malfeasance per-se involved here - eg, i don't think the incentive for going to war with the taliban was to reinstate the heroin trade there. i think it is just a side-effect of cozying up with various warlords to gain some semblance of control in that region of the world.

do you have a source for the numbers you've quoted? i've heard them too, but would like to see some actual data...

As a somewhat tangent to the original post, I was reading about the monumental failure of the ethanol shenanigans.  Apparently it was raising the prices of the crops used to make it that many farmers who prior had been cultivating opium had moved to these crops with inflated prices.

i think i read somewhere that most of the worlds supply of opium comes from afghanistan.

i think covert agencies or the CIA are and have been exploiting afghan poppy production to export and sell illegal drugs around the world to fund black budget projects.  Britain and america did it in the  mid-nineteenth century and it was profitable then, why should now be different?

Don't know if this is much help (probably not - based on memory) but...

I was watching a documentary on Heroin on the science channel and they touched on this very subject.  Since 9-11 heroin usage in the US has gone up due to the fact that the government / military in Afghanistan / Iraq / That Part of the World had bigger fish to fry than heroin.  So it was easier (not easy but easier) to get heroin out of their country and into others, with one of those others being the US thus increasing heroin availability in US which led to an increase of its use.
