Seriously, my LCD screen has started to get "shimmering" black lines which move up and down it. It also has started to make an annoying buzzing noise, any ideas on how to fix this?

I tried resyncing it but still not working.
I havent changed it from 60hz for over 2 years so... thats not the problem.

Maybe its crapping out after 4 years?

Yeah I reckon the inverter for the backlight is on the way out. If you google it there are instructions on how to replace it, but you might be better off just buying a new one. They are ridiculously cheap now.

Not based upon his description... "black lines which move up and down" sounds like a sync problem to me.  Inverter problems create flickering of the backlight or no backlight at all (unless the flickering nearly matches the sync rate, which could cause some strange visual effects).

Change the resolution to something really low, like 640x480 and see if problem changes.

What do the black lines look like? Are they sort of faint and hazy?

I just realised that the last time I saw that it wasn't the LCD at fault, because the same thing happened when plugged into a different monitor. So it was the video card.

Another test is to bring up the OSD (on screen display) for the LCD (used to set LCD options) and see if that has problems as well.

I'm not sure about the noise, but 'shimmering' sounds familiar...
It's an old LCD, so I'm assuming you're using an analog connection to your PC.  Go to this link, and you should see individual black/white pixels, making a 'pure' gray screen.  If you see lines, click the link suggested and you'll see explanations and see methods to fix phasing/clock adjustments.
