Jindal is counting on the fact that for all the hullabaloo he is making about refusing stimulus money, he in fact wants only to refuse $98 million of the $3.8 billion being offered to LA, a paltry two percent. If he had balls he would be more open about that.. but that would be poor politics.
When it comes down to it, it will be political suicide (not to mention insane) to refuse all of the stimulus money..

if by "best" you mean the loudest or the most obnoxious (the criteria typically applied to repugnicans)..then the answer is prolly no.. that dubious distinction is shared by rudolf ghouliani and sarah fucking palin...

Let me begin by saying Jindal - today - would not be my pick as Republican candidate for the 2012 election. He may of course do stuff to make me change my mind between now and the Republican convention in 2012, but for now he's not my first choice.
Having said that, his rebuttal was not the disaster some are making it out to be. He received some bad advice on how to deliver the rebuttal, sure. But his awkward demeanor in that single performance is as nothing compared to the loopiness Joe Biden displays - and has displayed for three or four decades now - in pretty much every public performance.
As Ed Morrissey says:

It's far too early to say who'd be the best choice. The odds are someone will pop up between now and then whom few if any of us are paying any attention to at the moment.
Of those I'm familiar with at this moment, I'd have to say Romney or Palin are the closest to what I would like to see in a US presidential candidate. Pawlenty as well, I guess.
