You did exactly what your supposed to do. Time can vary but 1 hour is a good time, and 15 PSI is what is needed.

Did you read the PF tek, or the FAQs?

It?s likely your substrate, too much water, or too much water in the pressure cooker and the jars not sealed enough.

Damn.... doesnt anyone steam/boil their PF jars anymore?

my neighbors cat has a pressure cooker, never use it (just cuz hes an idiot and dont know how to use it)...
he just sterilizes his substrates just using the boiling method... wait till it boils, then turn it down to minumal boil, and put them jars in the pot for an hour.... works excellent
