Do you have a jar lid with 4 holes and a layer of DRY verm under it? If so, the foil wrapped around the top of the jar (covering the lid and ring entirely) is only there to protect from steam during boiling/pressure cooking. Also, what did you mean by foil UNDER the lid? You should have "metal lid -> dry verm -> water/verm/brf cake mix" and nothing else in the jar. Watch this series of videos for a demonstration of the generally accepted way to make cakes: http://www.youtube.com/watch?v=ZHJQrsZFQdE (It's a 4 part series. Once they inject the jars, you won't see anything more about your question. The rest will help you out down the road though. This video should be required for all new growers.)
The cakes DO need air. This is provided by the 4 small holes in the metal lid. You also inject straight through the holes. Do not remove the lid until the jars are 100% colonized.

Yes I already injected them through the holes. I have a seal part (4 holes in it) which I haven't yet removed. I put tin foil under the rim part, over the 4 holes (so it's screwed on). So I had to screw it on and off to get the tin foil in/out. Should I just put the tin foil over both parts of the lid in the future, rather than screwing it back on/off?
Correct. Put the dry verm layer in, put the metal lid w/holes on top, screw on the ring, and then just wrap foil over the whole top (ring and all).

If your lid has the 4 inoculation holes then get that foil off the jar.
Your jar needs gas exchange.
The dry verm will resist any contaminants from entering.
TAKE THE FOIL OFF.
