Peat moss pasteurized for 1 hour @ 140-150 degrees.

Should I add oyster shell?

yes add oyster shell. I would not pasterize it at all.
I have great luck with a straight peat/oyster shell casing for me ports and button. I also mix the colonized substrate with the casing.

You better be sure that peat moss is nice and clean if you don't pasteurize it. Any competitive fungi in that moss will put a huge damper on crop yield. If you get anything at all. Peat moss should always be lightly pasteurized.

Oyster shells serve no purpose for casings IMO, unless they're powdered or pulverized. Even then it's a slow release product. Calcium carbonate/hydrated lime are better suited for casing ph adjustment.

If I were to go with the hydrated lime, what ratio would you suggest?

It's hard to say. You should have a means to check ph until you get it down and don't need to anymore. I'll lightly dust the surface of my peat moss with hydrated lime and will just mix it in. That's with around 3"s deep of soil. Just a light dusting across the surface and then mix.
