Call the courthouse and talk to the judge. Or call a lawyer. Not showing up for a court date is one of the worst things you can do. If you've been found guilty they probably already suspended your license. Did you get any kind of notice saying it was suspended?

you will not be able to get it unsuspended without coming to court. They will schedule you for a second court date because you will have to pay a bail amount for a warrant for your arrest. When you pay bail, you will get the warrant removed and a 2nd court date. If you've recieved a letter in reference to "drivers license suspension", the biggest best thing that i can say to you is that you DO NOT DRIVE UNTIL YOU'VE RECIEVED THE LETTER STATING IT IS OKAY TO DRIVE. Failure to listen to that statement, will just the be the downfall of your drivers license.

No.
Your court date was a date for you to contest the charges. By not showing up, you told the Court that you do not contest the charges, and they entered a guilty plea on your behalf.
If you dispute the allegations, you show up for court. This is how it works.

Why would you have to apply for something like that? You're not really making much sense.
Do you have a warrant or not? If you have a warrant the standard method to clear that warrant is to go to court and ask the judge to quash the warrant. You then either get the warrant quashed, or they take you to jail and you bail out, or you stay there until your court date, until a judge ORs you, or your time is served.
Maybe they're trying to streamline that process, but I wouldn't bother with it.
And they're either going to send it to collections, or jail you for the fine, not both. If their policy is to jail you then they really don't need to send it to collections, conversely if their policy is to send it to collections then it's probably because fines aren't a jailable offense in your state.
It sounds like you're putting things off in order to just talk about it. You already know what you need to do and that is to call them and discuss your case with someone who is part of the system. You have the letters and whatnot with the people involved.
Be sure to let us know how it turns out.
