Buy a hygrometer. That's the best way. Water running down the sides just shows a temperature difference between the air inside and the air outside the FC.

yeah a hygrometer is your best bet. but you don't need 100% humidity unless you're using uncased substrate 95% is pleanty

I run my fogger 15 on every 2 hours. you can aslo make your own accurate whick hygrometer with 2 standard thermometers and a chart

however, It would be a lot less of a hassle to just purchase a hygrometer. I saw one at reptile store the other day for 7.99. shouldnt be more than 5$+/- that depending on whether you want a combo thermometer, digital or analog.
