Ron Paul's problem is a lack of pragmatism. Even if he won the White House, reality would set in, and he would meet maybe a quarter of his promises.

My fear is that he would be impotent to make changes and end up being another Jimmy Carter.

Ron Paul's problem is that he isn't running as an Independent or Libertarian, but as a contender for the Republican Party's presidential slate. And that is just never going to happen.
In order to become president, one must first get one's name on the ballot. It is actually easier -- FAR easier -- for fringe candidates to get their names on the ballots as third party candidates than as nominees of either of the Big Two political Parties. See Ralph Nader, Ross Perot, and every Libertarian candidate to date.
The Republican party will never -- I repeat -- NEVER choose someone like Ron Paul to represent them in a presidential election. That is not necessarily to say they shouldn't, it's just stating the obvious.
If Ron Paul really wants to be president, he'll need to resign from the Republican party and pull a Ross Perot. He still won't be the next president of the USA, but he'll at least get SOME votes. Probably not as many votes as Perot, but almost certainly he'll get a lot more than Nader ever did.

He has said several times in interviews, when asked, that he will not switch parties to keep running, if he doesn't get the Republican Nomination.
He means what he says and says what he means.
