Cutting a piece of the branch will not really harm the plant at all. It will be fine. You are actually supposed to clip all the stems back to about an inch or two for the first spring since initial planting. Afterwards, clip about half the stem lengths off each year after that. I can't see what you did harming the plant very much. It may hinder growth slightly, but it should be ok.

How old is the plant?

Is there any way you could send a picture so I can see exactly what it looks like and what you have done? The rest of the branch should start to grow. I can't think of any reason it won't.

Also, do you know the exact species of Artemisia that you are growing?

I figured that it would be Absinthium.;) I was just curious.

After looking at that picture I'm not so sure. I am thinking that it will grow back but I am not completely sure. If it does grow back it may take a little while, but if it doesn't, it wont cause any severe damage in any way and it won't be noticeable after a little while. I wouldn't worry too much about it. Just make sure you keep that guy pruned when he really starts to grow. Pruning is definitely necessary for those guys.
