You could buy one of those nice CD players with an RCA input. Unless you want to buy a receiver or something, which would be costly.

Do you want a general purpose stereo? Do you want a surround sound system? Are you hooking it to a TV, DVD player, computer, or a gaming system? We need to know a little more information.

Alright and I assume you are looking for a surround sound setup. Your computer either has built in 5.1 or 7.1 on the motherboard or you have a sound card with one of those correct?

These are a little bit over your price range but will give you great sound. http://www.newegg.com/Product/Product.aspx?Item=N82E16836121120

The sound quality isn't going to really be noticeable unless you are an audiophile, in which case you would be spending more than 150-250 on speakers. The only thing a dedicated sound card would really do is give you a little more software options.

If I were you I'd spend 150$ on the cheapest studio near-field monitors (aka as speakers) you can find, like some m-audio ones, and 50-100$ on a good 24-bit sound card.

Any cheap monitors will sound a lot better than expensive speakers because monitors are made to reproduce the sound in the purest waty possible, while speakers are built to enhance frequencies that sound "good", usually making them "muddy".

Any integrated sound card is a bad choice for several reasons: It takes CPU power, it has close to no connecting options, bad software, etc... You also want it to be able to reproduce 24-bit sound since only then you'll enjoy DVD audio in it's greatest quality.
If you can get a sound card that reproduces up to 48 or even better 96kHz the all the better.
