Mycelium on top verm layer?

I had some jars that were colonizing for about 17 days, but they had small wisps of white fluff coming out through the top vermiculite layer of the pf jars. I also have a jar that has thick mycelium all over the sides but that same wisp peeping up on the top. Is that stuff mycelium or cobweb?

Cobweb grows mycelium too, as do all molds.

It's common for the mushroom mycelium to grow up through the verm layer. It will generally be whispier and thinner up there because the vermiculite is drier than the rest of the substrate. After you birth, but before the dunk and roll, rinse the cake under the faucet and wash off all the verm barrier that will come off easily.
