its super easy to set up your own webserver if you have broadband internet.
i use to look for free web hosting and shit like that. nothing I found suited my needs so I made my own webserver.
if this interest you I might be able to guide you throught the process.

dude you can do whatever the fuck you want on the internet.
the only thing that you would have to pay for is a domain name but thats not required. you can just used your public ip to access your webserver. i wish I still had mine set up to show you of an example.
but yeah it is free if you have all the right equipment and resources.
do you use windows xp pro? if so, do you have the windows xp pro install disk?

gimme a little bit to find you a good website that already has the instructions layed out visually and easy to understand.
basically the whole process consists of a few simple tests. do you have a router w/a built in firewall?
-basically you need to install IIS, internet information services. -you need to open up your route configuration page and configure the dmz to send all incoming packets from your public IP to your private IP. It sounds way more compicated than it actually.... this is of course based on you having a router. If your computer if going straight to the modem (broadband of course) your private IP is already the same as your public IP...which also would mean that you are at a high security risk...and if you don't have one, you need a router ASAP, especially if you want a websever. -IIS also includes a free FTP service too and among other things. -the best part about creating your own webserver is you don't have to upload anything to another server or have stoage limits beside your own hard drive. to update it is as simple as dragging a file into a specific folder (directory) on your HD.

http://www.no-ip.com/support/guides/web_servers/setting_up_iis.html
here is a website that has some basic knowledge of web server configuration. i have done this shit professionally for years so I can't give and accurate interpretation of how easy something is...it's all easy to me.
I will try to find some more resources for you.
Do you have a Fry's Electronic in your area...i assume your in cali and thats where they are based out of. you can go there and get a deal usually.
