Will store bought steer manure fortified w/ nitrogen work.. yes/no?

Ok, I was just in my backyard having a smoke, and i noticed two big bags of steer manure (!) that I had long forgotten about..

they are 'fortified' with nitrogen and maybe a few more nutrients for gardening... is this ok? I also found a big bag of lime... how much of that should i use in the mix? there is also fortified potting soil.. but that probably has no use, right?

how should i prepare it? it's very wet... dry it out and pasteurize?
what pasteurization method should i use?

The brands of manure i have are 'Greenleaf' and 'WayToGrow'

I also found a big bag of peat moss!
