What server and irc page or whatever do i need to be set up on? I just downloaded mIRC and dunno how to get on shroomery chat rooms.

it says trying to connect to irc.shroomery.org then it says connection refused. i don't know anything about computers.

This looks like it might have something to do with the problem. I don't know how you are trying to connect or whatever, but try disabling your proxy or firewall if you have any of that.

Thanks Eris I dissabled my firewall, but still didn't work, I can get onto the chat from java sometimes but not now for some reason thats why i downloaded mIRC, but still didn't help. It says i'm not allowed in this network.

are you using a college network or a library network? What kind of connection do you have to the internet?
