does casing layer have to be moist or completly dry when placed on substrate?

i plan to use sphagnum peat moss with verm as a casing layer....
my question is if it has to be moist? completly dry? inbetween?
what do you say.....? peace

moist,Mist it down till it glistens and than cover it with aluminum foil with some holes in it.Leave it alone for a few days to colonize and than patch and place in the fruiting chamber

When I prepare my casing mix I like to have it at near saturation (saturation being the point where it can hold water without dripping, so if you pick up a handful it doesn't drip but a gentle squeeze and it does.) I then apply it and give it a few light mistings until it glistens in the light.
