I would expect osha to shut it down but not the fire capt. Were they breaking digging fire codes? I bet there's zoning laws against it as well. More than likely; multiple violations.

how deep can you dig?? i used to dig holes in my back yard all the time, never got that deep tho there were too many dam rocks!

China, bitch! When I was little me and my brother dug a hole Covered it with a blanket and made a hideout. Then when we got tired of it my mom drove the suburban into it, caught the grass on fireand and the fire dept. came. Yeah, we got our asses whipped.
I'm sure it'd fall under mining codes of some sort. After so many feet, there has to be some sort of support/bracing to protect against cave-ins.

my brother and I started a swimming pool, for about 5 feet deep and 4 across. a couple of the dogs fell in and we thought we'd start catching tigers, of course thats also when I though the king of Georgia lived at Oglethorpe university I was 3 then

Being one who digs holes for a living I can tell you how dangerous they can be. There is no way in hell I'd go into a hole like that! Its absolutely suicidal!!
OSHA regulations are pretty strict on my jobsites. I dig a lot of sewers for new construction. Often times the holes are as much as 10-12 feet deep. Since we don't shore up the holes we have a very regulated formula we must dig by. From the bottom of the hole you can go straight up 5 feet. After that the ground must be stepped out like a staircase. 2 feet out, 2 feet up, repeat. This results in about 3 times as much digging as going straight down. If your 12 foot deep hole is 4 feet in diameter at the bottom it will be nearly 20 feet in diameter at the top!!
Heres a quick, crude illustration in case what I say makes no sense. The red section is the extra part you take out to please OSHA. And think of it in 3D terms...that hole goes out in all directions. Just imagine the pictures you've seen of open-pit mines and you get the idea.
