Has the Bill of Rights been properly defined?

My question is:

Has the Bill of Rights been properly defined to our Oval Office?

Quite frankly, the answer is absolutely positively no!

By definition, the Bill of Rights constitutes power of attorney rights for the executive branch to represent a tripartite relationship between the (1) union (2) government and (3) union members.
