Religious people hold beliefs on all sorts of things, but I wouldn't put much stock in that. You won't find out much by asking peoples opinions on this, but you will get plenty.

Reincarnation is a belief that cannot be substantiated by any means, beyond personal experience, so there is really isn't an answer. Personal experience might suggest an answer, but there simply is no way of knowing if it is the reality of the matter.

Also for beings (human) who ahve bad karma, how does this affect their reincarnation? Reincarnated to lower life forms? Animals? Then from being animals how can they possibly start to progress again?

If we consider that the universe is vast and contains many beings all transmigrating from one existence to the next. Then it is quite easy to see how the human populatiion can increase and decrease due to karmic causes.
Human beings generally have more capacity for acting. We can think, judge, examine, and we can commit many different kinds of actions that animals and other beings cannot. Therefore our potential for creating both positive and negative karma is vast, so we must be careful and try to observe our actions with presence as much as possible in our daily lives so as not to cause more suffering to ourselves and others. Human beings who create vast ammounts of negative karma, will, at some point experience the consequences, given the correct secondary causes and conditions. The infinite complexity of the workings of cause and effect are such that it would take a fully enlightened mind to understand every detail. I cannot claim such a thing, so my description ends here
Theroetically, if every being reached nirvana, there would be no more karmic causes for any further suffering dimension to manifest.
