Should I measure coco-coir dry or expanded?

Hi everyone. I am going to do my first casing (pf cakes spawned onto Hpoo) and have decided to use coco coir and verm. The tek on this site says 60/40 but it doesn't specify if I should measure the coco-coir while dry or once it is wet and expanded. Which is it?

I gathered that! lol. I measured a pint of dry coir to make my casing and the damned stuff didn't stop growing. Now I have a load of left over coir that I am going to mix into some earth for my plants or something.
