Why does my upload speed slow down sometimes when....

Why does my upload speed in BitTorrent slow down sometimes when I increase my maximum upload speed? It seems to usually do this when I am seeding only and I turn up available bandwidth only to see the actual upload speeds fall or conversely rise when I lower available bandwidth (to a point). This isn't temporary either, it stays low.

If you're maxing out your upstream, it takes longer for ack(nowledge) packets to get through. This causes your computer to wait while it makes sure the data it sends was received successfully. To account for this overhead, you should limit your upload speed to 80% of your maximum.
