Soaking perlite instead of 1/2 inch of water in terrarium...

I have always read that it is nice to fill terrarium with perlite and water for humidity, but now I am reading that it is better to SOAK the perlite instead of having standing water, which makes sense due to bacteria...will the humidity levels be high enough with the significantly lower amount of water in the terrarium? I am guessing there would be more spraying involved since the perlite would dry up faster?

Yeah that's all you need to use. You can even not use perlite and just spray more labor involved that way though... Just use perlite soaked in water and no standing water in the terarium.

You can put the perlite in a strainer and let water from the kitchen sink run through the perlite and drain out. Once it drains, dump that into your terrarium. A two inch layer should as said above, last through several flushes.

The humidity will be higher with no standing water. Perlite has a huge amount of surface area due to its structure, so all that surface area will be evaporating water. With standing water, you're limited in surface area to the significantly smaller surface of the water.
