Edit - I'd rather delete what I posted, too...as it's probably not such a great idea to tell people how this works.

Wow, how much damage could one of these things really do?
Could you build a teeny tiny one out of a firecracker, some aluminum foil and some speaker wire?

I suspect you could, but I doubt it would be strong enough to damage anything more than a foot away (if that).
The equipment to set up the HV pulse would take up an aweful lot more room than the firecracker/coil itself, though.
The Popular Science article I read about them suggested that a large one could cause power failure and permanent damage to electronics over a fair-sized city.

Maybe you could put the firecracker versions in some type of gun that focuses the EMP blast.
Could the HV equipment fit into a handheld device?
Or maybe rifle or bazooka sized?

Bazooka sized would be more like it.
You need to generate a pulse of a few hundred thousand volts, as well as a few thousand amperes, over the span of about 100-150 microseconds.

I would Imagine you could build a larger one that would capture a lightning bolt, and the lightning would set off the explosive.
Is there anything non-destructive that you could do with such a device?

I'm sure you could build a Marx-Generator for the HV pulse much smaller and easier than a device to capture a lightning bolt.
I don't know of any uses other than destructive ones. Possibly for use in physics experiments...but I'm sure there are much better ways to create high-power RF pulses using large equipment.

There are devices that will block all cellphone communication within a specified distance
They're already installing them in some theatres.

Maybe what you're looking for is a cell phone jammer.

Yea ive made one, actually I made a box that me and my friends were going to throw in my other friends room, which would disrupt his wireless internet signal so that it wouldnt work. But alas we never really finished it per se, as finals..labs..and such took over.

I have a closet full of items with that excuse tied to the tag, unfortunately. Finals... I certainly do not miss cramming for those...

In such times as ours however, when there is too much order, too much m management, too much programming and control, it becomes the duty of superior men and women and women to fling their favorite monkey wrenches into the machinery.
