bulk casing question

hey all, ive been doing cakes and simple verm casings for a while, and now i'm going to be trying bulk substrate (poo/straw mixture), with some WBS jars.... but my question is, when do i put the casing layer on the substrate? How colonized does the substrate layer need to be to add the coco coir/verm top layer?
