grafting stock question

I have some opuntia cacti that I separated into individual pot, and waited for them to reroot and begin to grow again. After two months, they look really healthy but haven't really grown much. On most of them, however, I see offshoots starting to grow, some from the base, some from near the tip. Like I said, the cacti are not getting any taller, does this men that the tip is no longer active? Should I wait for the offshoots to get bigger and graft onto them only?

Any help would be appreciated; I have a bunch of 2 month old lophs ready to graft.

if the tip is not growing anymore you'd rather graft onto an offshoot! it doesn't really has to be that big, as long as the graft fits...
grafting seedling is great. good luck!
