Do the USPS or CBP/US Customs leave this note in a seized parcel? 1

Do the USPS or CBP/US Customs leave this note in a seized parcel? In other words, do they empty the parcel box, and put this photocopied note and send an empty box to the parcel recipient? Or is this mail theft/scam? Happened in California with parcels going to Europe on a few occasions. All that has arrived were empty boxes with this piece of paper.

Yes.
Back in 2003/2004 I won a contest for a bubbler from a company in the Netherlands, but Customs took it. They left the packaging, rolling papers, and acrylic grinder along with a notice very similar to that. Nothing else happened

So if one wanted to appeal this, what are we supposed to do? No reference numbers, no contact numbers, just a cheap photocopy, black and white paper. Seems like they stole the goods.

Have seen letter with notice of what action you like to take where options to try obtain goods or forfeit goods available.

Only appeal this if you are 100% certain that the goods are legal in the United States and legal in the country you're sending them to.
Admission of shipping illegal goods can aid the government in prosecuting you.
I hope this goes without saying though.

I hope this goes without saying though.
Nothing was illegal, a bunch of Comfrey and hibiscus powder. Seems like theft to me by the USPS. They assume anything herbal is fentanyl, crack cocaine, heroin and meth.

If this note was received from a sketchy seller I imagine it's a scam.
I would expect customs to open inbound mail rather than outbound packages.

Hi Alan,
This was posted by a relative and it was herbs, so there is no sketchy seller involved. I've never seen this done anywhere else in the world... seems to be Merica only. But given that it was coming out of Commiefornia... I am not surprised.

9/10 boxes that leave cali destined for EU are stuffed with ganja. maybe they can tell there's plant material in the box if your legal herb seller doesn't pack things like a professional criminal. they cut it open, there's a 5lb bag of dried leaves, they assume it's some sort of weed or don't look very closely and seize it. might be worth telling whoever's sending to include a big packing slip describing the contents?

This just happened to my friend as well. They received empty parcel with that note inside. Are customs officers stealing? Or is that legit?
