Your friends need to stop hanging out with this guy.
If "Luigi" is relatively normal and it's just his dad that is fucked up, don't hang out at his house. If he hasn't been imprisoned for child molestation, it's pretty much your duty as a human being to report him. Child rapists deserve the worst.

seriously if you find out more kids are getting raped, do you want that on your sholders that you didn't say anything when you had the chance.
Look on the net. Your state should have a listing of all the local sex offendors.
see if he has been convicted of all of the crimes you know about

A study I learned about at a counselling cousre found that convicted child molesters who abused girls had on average 52 victims and those who abused boys had on average 150 victims. Apparently there are lots of kids who are molested (1 in 4 girls before age 16, forget how many men) but a small number of pedophiles account for the abuse because they molest so many children. I reckon that is a good reason to stay away from this guy or get this guy away from kids for good. Maybe you could encourage the victims to report the abuse. I don't know how you can get your friends to stay away from that guy - maybe you could tell them these stats...
